A possible law reform

Apparently people living in the Californian desert used to be able to set up a windmill and get payed for the excess power it produced. This no longer applies, they just get a nulled bill.

In an age where years of war and space probs to Mars are used to find oil, why the hell aren't we also supporting solutions close to home (small as they made be).
